Theresa Phillips Named to Regional Workforce Board

Iowa County resident appointed for area business leadership guidance

The manager of a major retail site in eastern Iowa has been named to the Iowa Regional Workforce Investment Board. Gov. Culver appointed Theresa Phillips of Williamsburg to the employment leadership group this month.

Phillips is a long-time resident of Williamsburg, active in both the public and private sectors. She served as Williamsburg city clerk and treasurer for 18 years before accepting the position of general manager at the Tanger Outlet Center. She has been with Tanger for 15 years. Phillips has also been on the Williamsburg City Council for about 15 years.

Phillips has strong roots in Iowa County as a 40-year Williamsburg resident. She and her husband have two children and three grandchildren.

The Regional Workforce Investment Board (RWIB) members are appointed by the Iowa Governor, in consultation with the Chief Elected Official (CEO) board. The group plays a leading role in establishing policy for the region’s Workforce Development Center system. The RWIB also selects the Workforce Investment Agency service providers, directs the activities of the Youth Advisory Council, and shares responsibility for many other duties with the CEO board, including selection of the Coordinating Service Provider and oversight of the regional Workforce Development Center system’s service delivery.

In eastern Iowa the main workforce development services are a partnership of Iowa Workforce Development and Kirkwood Community College.
